Pertubuhan Keselamatan Eksekutif (PERKESO) has been named a finalist for the Transport Expo Asia (TXA) Award 2026 for Excellence in Road Safety Solutions for its Ops Cegah initiative, which addresses recurring commuting accidents among Malaysia’s workforce. The PERKESO road safety approach stands out by turning accident data into targeted action, placing employers at the centre of prevention rather than treating safer commuting as an individual responsibility alone.
The need for intervention is clear. In 2024, PERKESO recorded 42,265 commuting accident cases nationwide. Of these, 21,385 cases were linked to 7,833 employers, accounting for 50.6% of the national total. The findings revealed that a substantial share of commuting accidents was concentrated among employers with repeated cases, creating an opportunity for more focused prevention.
Turning Data into Action
Introduced in 2023, Ops Cegah identifies employers with recurring commuting accidents through claims data. Its five-step framework includes notification, workplace visits, engagement sessions, tailored support programmes, and monitoring and evaluation.
In its 2025 implementation cycle, 7,833 employers were identified and notified. PERKESO subsequently conducted workplace visits with 1,100 employers and engaged another 1,100 through structured sessions across its 55 offices nationwide.
The initiative also brings together the Royal Malaysia Police (PDRM) and the Road Transport Department (JPJ). Their involvement helps identify commuting risks, review existing safety practices and provide recommendations suited to individual employers.
Ops Cegah is one of PERKESO’s initiatives that reflects its broader commitment to road safety. By targeting organisations with recurring accident records and encouraging greater accountability for prevention, the programme demonstrates one aspect of PERKESO’s approach to reducing commuting accidents. This broader commitment forms part of the context for PERKESO’s recognition as a TXA finalist.
Making Safety Part of Workplace Practice
Ops Cegah also supports employers through practical training and assessment programmes. These include the Commuting Safety Management Coordinator (CSMC) programme, Commuting Safety Support Programme (CSSP), Safe Riding Training and ISO 39002 Conformance Assessment Programme.
In 2025, 220 coordinators from 50 employers received CSMC training. Another 1,500 participants from 50 employers took part in CSSP, while Safe Riding Training reached 5,000 riders across 200 employers.
The programmes address different aspects of commuting safety, from organisational risk management to defensive riding and hazard recognition. They also recognise that employers can influence employee behaviour through training, leadership and established safety practices, even when journeys take place outside the workplace.
Building a Safer Journey to Work
The results highlight a broader lesson from PERKESO’s road safety efforts: preventing commuting accidents requires more than simply reminding people to be careful. It calls for reliable data, employers willing to take responsibility, practical safety measures and continuous monitoring. By bringing these elements together, Ops Cegah offers a structured way to make commuting safety part of organisational practice rather than a concern addressed only after an accident occurs.
Every journey to work carries risks that extend beyond the road user, affecting families, workplaces and the wider community. As a finalist for the TXA Award for Excellence in Road Safety Solutions, PERKESO’s Ops Cegah brings this often-overlooked issue into focus, demonstrating how shared responsibility and sustained prevention can help make everyday journeys safer for Malaysia’s workforce.
