KUALA LUMPUR, Malaysia, Nov. 28, 2025 /PRNewswire/ — From 25 to 27 November 2025, the ASEAN Technology Cooperation and Development Summit 2025 was held in MITEC, Kuala Lumpur. During the summit, the Jinjiang (Malaysia) Offshore Innovation Center aligned with Jinjiang’s development themes, successfully hosting three investment promotion sessions and technology project pitching and matchmaking activities.

The summit was honored to welcome distinguished guests, including Malaysia’s Deputy Prime Minister and Minister of Energy Transition & Water Transformation, YAB Datuk Amar Haji Fadillah bin Haji Yusof, and Science & Technology Counsellor of the Embassy of China in Malaysia, Zhao Xiangdong, to the opening ceremony. The event attracted widespread participation from ASEAN enterprises, universities, and international investment institutions. Over 2,500 innovators, business leaders, and investors from ASEAN, China, Canada, Australia, the Middle East, Europe, and Japan gathered to shape a new framework for regional technology collaboration and innovation.

The Jinjiang (Malaysia) Offshore Innovation Center was established to promote bilateral technological exchange between Jinjiang’s integrated circuits and next-generation information technology industries and ASEAN countries. The center facilitates the introduction of overseas technology and industrial projects, strengthens talent and investment attraction along the industrial chain, and advances the development of next-generation information technology industries. The summit provided a platform to showcase Jinjiang’s strong innovation ecosystem and internationalization capabilities, attracting extensive attention from investors, industry representatives, academic institutions, and entrepreneurs, while promoting collaboration in research, education, and industrial development between Jinjiang and ASEAN countries.

Jinjiang is deeply integrated into the “New Golden 50 Years” industrial cooperation framework under the China–Malaysia strategic partnership and actively responds to the spirit of the Joint Statement of the People’s Republic of China and Malaysia on Building a High-Level China–Malaysia Strategic Community with a Shared Future. The establishment of the Offshore Innovation Center in Penang represents a proactive implementation of the statement’s strategic directions, including expanding new quality productivity cooperation and strengthening integration in digital economy, R&D, and industrial supply chains. As a key component of Jinjiang’s “offshore investment attraction” system, the center aims to create international collaboration channels, connecting Penang and other global innovation hubs to drive project incubation and talent development in cutting-edge fields such as semiconductors and artificial intelligence.

At the summit, Saichuang Weilai (SCWL) collaborated with the Jinjiang (Malaysia) Offshore Innovation Center to showcase Jinjiang’s industrial strengths, innovation achievements, and future development roadmap through a thoughtfully designed exhibition booth. The booth attracted considerable attention from attendees, with numerous representatives from ASEAN enterprises, universities, and research institutions stopping by to explore potential collaboration.

During the investment promotion sessions at the opening ceremony, Project Manager Li Mingshen introduced the Jinjiang (Malaysia) Offshore Innovation Center, highlighting Jinjiang’s business environment, policy support, and industrial foundation. He emphasized the city’s leadership and potential in the integrated circuit and next-generation information technology sectors, further reinforcing participants’ confidence in Jinjiang’s investment environment.

The technology project pitching sessions focused on frontier technology areas, presenting multiple innovative projects with strong market potential. These projects spanned semiconductors, artificial intelligence, the Internet of Things, and other emerging sectors, attracting significant attention from investors and enterprises. Following the sessions, the Jinjiang (Malaysia) Offshore Innovation Center facilitated one-on-one follow-up discussions, laying a solid foundation for future ASEAN technology projects to establish operations in Jinjiang.
