Penang Port’s digitalisation

Penang Port Commission (PPC) has been shortlisted as a finalist for the Transport Innovator of the Year award at The Transport Expo Asia Awards (TXA) 2026, in recognition of its efforts to transform port management through digital technology, improve operational efficiency and strengthen maritime safety. Its finalist status is supported by three key initiatives: the Digital Port Pass, Vessel Traffic Management System (VTMS) and e-PDCFZ. Together, they demonstrate how Penang Port’s digitalisation is transforming essential port processes, improving efficiency and strengthening port safety and regulatory oversight.

Turning Long Queues into Faster Digital Services

The strongest evidence behind PPC’s finalist is its Digital Port Pass (DPP), which replaces a lengthy, paper-based application process with an online system.

Previously, obtaining a port pass could take six to eight hours, requiring applicants to submit physical forms, make cash payments and attend face-to-face safety briefings. With DPP, users can complete applications, safety assessments and payments online. Facial recognition and one-time Quick Response (QR) codes also strengthen identity verification and access control.

The results are measurable. Processing time has fallen to under one hour, while 12,942 users had registered by August 2026. In addition, the system eliminates more than 18,000 paper forms and around 15,600 plastic cards annually, contributing to estimated savings of 45,000 litres of water and the avoidance of about 750kg of carbon emissions.

Strengthening Safety Through Integrated Technology

Beyond access management, Penang Port’s digitalisation extends to vessel traffic monitoring. PPC’s VTMS, which became fully operational on 2 August 2025 following an investment of RM7.56 million, integrates radar, vessel-position data, cameras, electronic charts, radio communications and weather sensors into a single control centre.

The system helps officers identify potential vessel collisions, detect route deviations and monitor restricted areas. It also provides a shared operational picture for relevant enforcement and maritime agencies, supporting better coordination in Penang’s busy waters.

Meanwhile, e-PDCFZ brings Free Commercial Zone administration, dangerous goods declarations and bunkering approvals onto one digital platform. Its features include an artificial intelligence (AI) chatbot and automated checks of document expiry dates. PPC reported that the platform was ready for deployment on 1 May 2026.

A Model for Malaysia’s Port Sector

PPC’s case for recognition goes beyond the adoption of technology. As the port authority and regulator, rather than the port operator, PPC oversees key functions such as port access, navigational safety and cargo-related approvals. By digitising these processes, PPC has demonstrated how practical digital solutions can streamline administrative procedures, strengthen oversight and improve efficiency across the wider port sector.

The impact of this approach is reflected in the recognition received by the Digital Port Pass, which was named champion at the Ministry of Transport Malaysia’s Creative and Innovative Group (KIK) Competition in 2025. This achievement highlights PPC’s ability to translate operational challenges into practical innovations that deliver tangible value.

As PPC celebrates its 70th anniversary in 2026, its digital transformation represents a continued commitment to modernising port governance and preparing for the future. By combining practical innovation with stronger oversight and a clear long-term vision, Penang Port has shown how digitalisation can deliver benefits beyond technology itself.

These achievements make PPC a strong finalist for the Transport Innovator of the Year award. Its approach demonstrates how targeted digital solutions can improve port processes, enhance operational efficiency and support safer, more effective port governance, setting a meaningful example for digital transformation across the wider port sector.
