Malaysia Rail Link Sdn. Bhd. (MRL) has been nominated for Engineering Excellence in Transport at the Transport Expo Asia (TXA) Awards 2026 for its role in developing the East Coast Rail Link (ECRL), a 665-kilometre electrified railway connecting the east coast states of Peninsular Malaysia with the Klang Valley. The project combines complex railway engineering with measures designed to reduce environmental impact and improve transport connectivity.

Engineering Across Challenging Terrain

Incorporated in 2016 and wholly owned by the Minister of Finance (Incorporated), MRL is responsible for the ownership, development, project management and construction supervision of the ECRL. China Communications Construction Company is undertaking the construction under an engineering, procurement, construction and commissioning contract.

The railway crosses diverse terrain, from flood plains and paddy fields to the forested ridges of the Titiwangsa Range. Its construction involves 41 tunnels and 230 bridges and viaducts, including the Genting Tunnel, which extends 16.39 kilometres beneath the mountain range between Bentong and Gombak.

Recognised by the Malaysia Book of Records as Malaysia’s longest railway tunnel, the Genting Tunnel passes beneath up to 750 metres of rock and crosses the Bukit Tinggi fault line. Its breakthrough on 12 July 2025 marked a significant milestone in the construction of the railway.

Improving Connectivity and Resilience

The ECRL is designed to carry both passengers and freight at speeds of up to 160 kilometres per hour. Its first phase, spanning 519 kilometres between Kota Bharu and Gombak, reached 98.16% completion in September 2026, with commercial operations targeted for mid-December 2026.

Once operational, the journey between Kota Bharu and Gombak is expected to take approximately four hours, compared with around seven hours by road.

The railway has also been designed to withstand east coast monsoon conditions. Its subgrade is positioned above the 100-year flood level with at least one metre of additional clearance, while drainage systems account for projected climate change effects. These measures are intended to support operational resilience while reducing disruption from flooding.

Balancing Infrastructure Development with Environmental Protection

Environmental considerations shaped the ECRL’s alignment. Through an “Avoid, Tunnel, Bridge, Mitigate” approach, the project reduced the forest reserve area planned for clearance from more than 2,000 hectares to approximately 216 hectares, a reduction of around 90%.

The railway also incorporates 29 wildlife box culvert crossings, including structures measuring 4.5 metres by 4.5 metres in Pahang’s Kemasul Forest Reserve to accommodate elephant movement.

Construction methods further support resource efficiency. Tunnel rock has been tested and approved for reuse as construction material, while industrial by-products such as ground granulated blast furnace slag and fly ash have been approved as partial cement replacements in selected concrete works.

Advancing Railway Technology and Quality Standards

The ECRL incorporates continuously welded rail to reduce track joints, alongside LTE-Railway, a dedicated 4G communications network for train control and operations. A Comprehensive Inspection Train also supports testing of the track, overhead power lines, communications and signalling systems.

Before passenger services begin, the first passenger train and electric locomotive must each complete 3,000 kilometres of fault-free running. System integration testing is also being conducted for signalling, communications, traction power and overhead lines.

MRL’s project management and construction supervision systems are certified to ISO 9001 for quality management, ISO 14001 for environmental management, ISO 45001 for occupational health and safety, and ISO 37001 for anti-bribery management.

As a finalist for Engineering Excellence in Transport at the TXA Awards 2026, MRL’s work on the ECRL demonstrates the scale, technical coordination and environmental considerations involved in developing a major railway corridor across Peninsular Malaysia.
